That will always be a permanent issue. I can’t claim to be able to solve it here because there will always be people who wish the line to be here or there. I expect there to be extreme agreement by an overwhelming supermajority of people about where that line should be. I mean, even murderers agree that murder ought to be illegal, so having the government come in and act as a third party vengeance-seeker to isolate such individuals from society is likely to remain high on the list of things practically everyone agrees governments should do. At the same time, governments shouldn’t do anything they prevent individuals from doing. If individuals can’t rape, steal, murder, etc., then neither can/should the government. Being a part of a larger group doesn’t exempt anyone from moral behavior, even if that larger group calls itself a government.
